Project Management Support

Collins Consulting, Inc North Charleston, SC (Onsite) Contractor

Must be a US Citizen who currently possesses a Secret Clearance.

NOTE: Candidate is needed for FULL-TIME work. Ensure this position will NOT be secondary or supplemental employment before submitting applicants. Candidate is needed 8 hours/day M-F.

Position Summary:
Supports acquisition and program management activities through comprehensive analysis and documentation. Responsibilities include acquisition planning, proposal pricing, financial management, cost analysis, and program documentation. Demonstrates proficiency in production planning, database utilization for cost and financial tracking, and maintaining program security in alignment with evolving requirements.

Provide Analytical, administrative, and advisory support to organizational leadership. This position is responsible for evaluating processes, conducting research, preparing reports, and developing recommendations to improve efficiency and effectiveness. In addition, the role provides administrative support to senior leadership to include coordinating schedules, preparing correspondence, maintaining records, and facilitating meetings. Assist in the preparation and management of budgets, financial reports, and resource allocation plans.

Key Responsibilities:

  • Analyze program activities including acquisition strategies, financial planning, and cost control.
  • Prepare and maintain documentation such as acquisition plans, compliance checklists, briefings, and white papers to support milestone decisions.
  • Review and compare budgets against actuals, forecasts, and historical data to guide financial decisions.
  • Assist in developing strategies to meet program goals within scope, schedule, and budget constraints.
  • Support cost and schedule control on contracts requiring validated cost schedule control systems.
  • Conduct financial analyses including funding profiles, variance analysis, and sales outlooks.
  • Ensure funding availability through accurate expenditure tracking and timely funding requests.
  • Incorporate contract modifications into cost/schedule baselines and maintain visibility of outstanding work.
  • Develop and manage budgets and schedules for major program components.
  • Support program managers in executing integrated program responsibilities and performance reviews.
  • Assist in preparing executive-level acquisition and program summary reports.

Business Process Improvement:
  • Analyze operational procedures to identify and implement efficiency improvements.
  • Study organizational workflows, communication, and cost structures to recommend changes.
  • Gather and evaluate data to develop and present actionable recommendations.
  • Implement new systems and train personnel as needed.
  • Conduct operational effectiveness reviews and update functional manuals to reflect best practices.

Qualifications:
  • Solid knowledge and experience in program management, particularly within DoD or federal agency environments.
  • Familiarity with industry standards and acquisition regulations.
  • Ability to solve routine problems using standard procedures with moderate guidance.
  • Demonstrates growing expertise in discipline and understanding of customer and organizational needs.
  • Bachelor s Degree in engineering, science, business administration or 5 years equivalent experience.
  • 2 years experience in technical program planning and implementation, contract interpretation, budget development and administration of government projects.
